Functional Description All counties use the State maintained WMS for establishment, input, eligibility and budgeting for TANF.New York is a home rule state. Due to home rule, benefits issuance is different in different counties. Approximately 65% of the TANF clients receive service in New York City. In the City of New York, multiple systems are utilized to provide benefits. This includes the use of a ?debit type? card is several areas. This card system works with a vendor-supplied EBT system, that is in use in three areas in the City of New York today and scheduled to be used state-wide next year.Temporary Assistance checks are issued by BICS, EBICS and/or EBT. Currently, New York City only issues benefits through EBT and the remainder of the State issues benefits through BICS or EBICS. During our interview with the State, they stated that some recipients are paid in two cycles, half of the temporary assistance grant is paid during Cycle A, while the remainder of their grant is paid during Cycle B. In an interview with Orange County, it was stated that the date the temporary assistance grant is dispersed is dependent upon the case number assigned by WMS to the recipient.
