Functional Description The Illinois Department of Children and Family Services (DCFS) is responsible for providing child welfare services in the State. Suspected cases of child abuse or neglect are reported through a toll-free hotline located in Springfield. The central office staff then assesses the report. If the staff determines that an investigation should be conducted, SACWIS is used to route the case to the appropriate entity. If the investigation determines that the family needs services or the child should be removed, the court system is alerted, and local agencies (purchase-of-service vendors) are used to provide services such as foster care, adoption, and family preservation in approximately 75 percent of the cases. DCFS directly performs the above functions in the rest of the cases.
