Michigan State Public Benefit Funds for Rate Assistance

Michigan's 2000 restructuring law legislation created the Low-Income Energy and Efficiency (LIEE) fund to provide energy payment assistance and fund energy efficiency programs. In February 2003, the Public Service Commission approved grants totaling $20 million from the Fund. Of the $20 million, $17 million will expand the State Emergency Fund through Community Action Agencies. The majority of the remaining funds provide assistance through fuel funds. In October 2003, the Commission approved proposals for disbursing over $13 million in low-income energy assistance grants: $7.5 million to the State Emergency Fund; $2 million to the Salvation Army; $3 million to The Heat and Warmth Fund (THAW); and $500,000 to Newaygo County.
