DCL-95-70, Pilot Test for New Standard Interstate Forms

The Federal OCSE, in conjunction with a workgroup of State representatives, has developed a pilot version of new standard forms for interstate case processing. Before distributing the new forms for national use, we will conduct a pilot test which will last for several months. After completion of the pilot project, we may need to make some adjustments to the forms based on the findings of the pilot. A copy of the pilot version of the interstate forms and instructions is enclosed.

With our joint desires to continually improve the nation`s Child Support Enforcement program, we at the federal Office of Child Support Enforcement want to organize ourselves to be able to best provide you with effective technical assistance and training. Implementation of any new child support legislation will also require effective work by all of us to assure that we succeed. Much is expected of all of us. That is why I am establishing a new component within the Office of Child Support Enforcement, the Division of State and Local Assistance. This new component will have as its one major focus to provide you, our partners, with strengthened support.

DCL-95-62, Tax Refund Offset Weekly Updates

Enclosed are the results of your State`s weekly updates to the Federal Tax Refund Offset Program for the 1996 processing year. During this phase of the update process, cases are updated at OCSE only since no final Master file will be established at IRS until January. Cases submitted to IRS in December will reflect any updates submitted to OCSE prior to December 8. Updates submitted to OCSE after December 8 will not be reported to IRS until IRS has created its Master file and begun processing tax returns.

Enclosed please find the unaccountables from those cases submitted to the Federal Tax Refund Offset Program for the 1996 processing year October deadline. These cases were not accepted due to various reasons listed in Exhibit K of the Action Transmittal 94-05. Please note the error code 31 which is the result of unaccountables being sent to SSA to obtain a corrected SSN through the EVS system.

We are very pleased to forward to you the Eighth Collection/Adjustment/Address and corresponding Name Change reports for the 1995 Federal Tax Refund Offset Program. Enclosed is the collection report representing the tax refund offsets for the month of September 1995 less the service fee and any adjustments made during this period for the 1990 through 1995 processing years. The net collection total for September 1995 for 16,759 offsets is $10,771,997 as compared to 13,158 offsets for $7,742,643 in September 1994. The net year-to-date collection total through September 1995 of $803,952,348 has exceeded the September 1994 total of $685,554,296 by over 17%.

Due to the uncertainty surrounding the enactment of appropriations for the Federal fiscal year commencing October 1, 1995, it is necessary to make some modifications affecting the Federal Tax Refund Offset Program final submittal date. As you may know, the Federal Tax Refund Offset pre-offset notices are processed during early October. To avoid any possibility of disruption the following contingency plan has been developed.

The purpose of this list is to provide an accurate and up-to-date list of Federal agencies to assist States in the serving wage withholding papers on Federal employers for employees who are obligated to pay child support. This updates the list that was issued last year via DC-94-31, dated May 16, 1994.

Enclosed is the collection report representing the tax refund offsets for the month of July 1995 less the service fee and any adjustments made during this period for the 1990 through 1995 processing years. The net collection total for July 1995 for 50,048 offsets is $32,520,083 as compared to 33,696 offsets for $18,023,893 in July 1994.

The Federal Office of Child Support Enforcement`s (OCSE) National Training Center is planning to conduct a delivery of the Training of Trainers (TOT) course. The course will be conducted at the Ramada Inn Old Town in Alexandria, Virginia on October 23 - October 27, 1995. The TOT course is built around the 5-D Training Process, a systematic approach for assessing training needs and for designing, developing, delivering, and evaluating training. Improvements to the course include changes made in the topic areas used to illustrate the 5-D Process. These include Paternity Establishment as contained in the Omnibus Budget Reconciliation Act of 1993 and the Uniform Interstate Family Support Act (UIFSA).

At the 20th Anniversary celebration held on July 12, we were honored to have HHS Secretary Donna E. Shalala provide the keynote address. Senator Russell E. Long provided personal remembrances and congratulatory messages were received from President Clinton and former President Ford.
