DCL-05-35, SVES Garnishment Match

In November 2004, the Federal Office of Child Support Enforcement (OCSE), in partnership with the Social Security Administration (SSA), conducted a very successful one-time match with SSA’s State Verification and Exchange System (SVES). This system, which is administered by the SSA, provides information on Title II--SSA Retirement, Survivors, Disability and Health Insurance benefits; Title XVI--Supplemental Security Income benefits; and prisoner data from Federal, state, and local correctional facilities. The match was designed to assess and demonstrate the potential benefits of using these data for child support purposes.

The State of New York has informed the Federal Office of Child Support Enforcement (OCSE) that the address for all child support payments involving the State has changed. All child support payments, regardless of which local county is working the case, should be made payable and mailed to the following address

The purpose of the DCL is to assist states in their efforts to comply with section 7(b) of the Privacy Act. Section 7(b) of the Privacy Act requires a proper disclosure statement if a Federal, state or local government agency requests an individual to disclose his or her SSN. Sample disclosure statements used by five states are provided in the DCL.

The latest trainer guide dealing with child support collections from the military has now been prepared. The guide contains a two-day course curriculum targeted for child support enforcement workers who process cases involving military members. Since the publication of the National Child Support Enforcement Strategic Plan for FY 2005-2009 in September 2004, the Federal Parent Locator Service (FPLS) has been forging ahead to complete its business case for modernizing the FPLS and other areas of convergence within the Child Support Enforcement (CSE) Program. The business case for modernization and all of its associated activities is entitled FPLS: Continuous Service Improvement (CSI).
