The Office of Child Support Enforcement`s National Training Center (NTC) has completed its second year of operations. From the beginning our goal has been to support States` efforts in delivering high quality Child Support Enforcement (CSE) training. In furtherance of that goal we are forwarding directly to each Training Liaison, with a copy of this letter, the CSE curricula from our most recent national conference. the three modules--interstate enforcement, immediate income withholding, and review and adjustment.

DCL-92-47, National Training Workshop

On September 14-15, the Administration for Children and Families (ACF) held a National Training Workshop to prepare AFDC, Child Support and JOBS trainers and managers to conduct a new training course "Unified New Vision of Self-Sufficiency." The workshop training was designed so that participants could take the curriculum back to their States and deliver joint training to AFDC, Child Support and JOBS workers and supervisors. Thirty States were represented at the training and feedback from the participants at the training was positive.

DCL-92-43, Bill for Parental Kidnapping Requests: FY 92

This documenreferences the bill for parental kidnapping requests processed by the Federal Parent Locator Service (FPLS) for FY 92. According to 45 CFR Section 303.70(e)(1), States are required to pay fees to offset Federal costs of processing FPLS requests in connection with parental kidnapping and child custody cases. The fee schedule used for billing is Action Transmittal OCSE-AT-81-12.

This document contains information regarding OCSE`s videotape on team building entitled: "High Achieving Teams." This videotape, which features Bob Nanto of our Denver Regional Office as presenter, is in two parts. In Part One, Bob defines what a team is, explores the characteristics of high achieving teams, and looks at ways to organize teams in child support enforcement offices. In Part Two, he goes into detail on how to take individuals who have been formed into a group and make them a high achieving team.

The Office of Child Support Enforcement is pleased to announce the development of a new system, the Enumeration Verification System (EVS), Which can be used by state child support agencies to verify social security numbers of noncustodial parents in order to establish and enforce child support orders. Enclosed for your information is AT-92-07 which describes the system and contains instructions for submitting cases.

DCL-92-38, Report on Military and Child Support: 1992

The Inspector General recently did a report on the military and child support. In that report they said that our Military Handbook was not in the hands of the worker. We feel every front line worker should at a minimum have the following publications on their desk: Interstate Referral Guide, Military Handbook, Interstate Remedies and your state`s procedures manual.

One of the major mandates of the Family Support Act is for every State to have a statewide automated system operational by October 1, 1995. One of the most difficult and costly aspects of this requirement is the conversion process. Converting a manual or partially automated child support program that uses multiple data sources to one that utilizes a single comprehensive automated system presents any number of problems which States have attacked in a variety of ways.

The U.S. Department of Health and Human Services Office of Inspector General recently released a report entitled "Child Support For Children in IV-E Foster Care" (OEI-04-91-00530). The purpose of the review was "to determine the extent States collected child support from biological parents of children of Title IV-E funded foster care as required by the 1984 Child Support Amendment Act."

DCL-92-28, Occasional Paper Number Two: "Child Support Received by Teenage Mothers: 1989"

Enclosed is occasional paper number two, "Child Support Received by Teenage Mothers: 1989". This paper summarizes teenage mothers responses to questions asked of all mothers with children present from an absent father during 1989. The data was collected and compiled for OCSE in a supplemental survey to the Census Bureau`s Current Population Survey (CPS). Child support surveys are conducted every two years, and the data presented were collected in the spring of 1990.
