DCL-00-125, Federal Offset Program Processing Year (PY)2001 Offset Fees and Fiscal Year (FY) 2001 Pre-Offset Notice Fees

The Department of Treasury Financial Management Service (FMS) has provided the Federal Office of Child Support Enforcement (OCSE) with the offset fees for PY 2001. Effective January 1, 2001, the fee for Federal Income Tax Refund offsets will increase by $2.10 to $10.20 per offset, and the fee for Administrative offsets will also increase by $2.10 to $11.75 per offset.

The Federal Employees Health Benefits Children's Equity Act of 2000 was enacted October 30, 2000 as P.L. 106-394. The new sub-section enables the Federal Government to enroll an employee and his or her family in the Federal Employees Health Benefits Program when a State court, or administrative authority, orders the employee to provide health coverage for a child of the employee but fails to provide the coverage.

A letter from the Health Care Financing Administration (HCFA) to State Medicaid Directors addressing paternity and medical support cooperation requirements for Medicaid applicants and recipients. The SMD letter recognizes the valuable assistance that child support enforcement agencies provide to families, but clarifies that health care access for children is of paramount concern.

This is a report of a study completed by the Commonwealth of Virginia, entitled "Virginia Staffing Demonstration." The research sought to determine the role that staffing standards play in the performance of local child support offices. The report shows that staffing levels make a significant difference in performance and productivity in a local child support office.

DCL-00-113, Federal Offset Full Fee Reversal Reimbursement

The reimbursement of full reversal fees occurs when the amount of the reversal or reversals equals the original offset. Please note that service fees are not reimbursed on cases with partial reversals. OCSE reimburses full reversal fees to States quarterly.

DCL-00-99, Standardized Order/Notice to Withhold Income for Child Support

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 requires all States to use the standardized Order/Notice to Withhold Income for Child Support (Order/Notice) to collect child support obligations from employers. Since the current form is due to expire representatives from the Federal and State Child Support agencies, family courts, employers and the American Payroll Association have met to discuss this issue.
