DEAR COLLEAGUE LETTER
DCL-03-36

DATE: October 17, 2003
TO: ALL STATE IV-D DIRECTORS
RE: Letter to Multistate Employers Promoting Electronic Payments for Child Support
Dear Colleague:
For the past three years, the Federal Office of Child Support Enforcement, in conjunction with the state and Regional Offices, has promoted electronic payments for child support to employers in an effort to:
• speed payments to custodial families,
• save employers and SDUs time and money, and
• improve accuracy of payments, thereby reducing the number of unidentified payments arriving at SDUs.
As part of that continuing effort, in July I sent letters to the chief executive officers of 79 companies asking them to consider converting from paper checks to electronic payments for child support. These companies were identified by state staff as being the largest employers (excluding state and Federal agencies) which had not yet converted to e-payments for child support. We have already received some calls from employers who are interested in converting to e-payments. For your information, the letter and the list of companies are enclosed. If your state’s large employers are not on the list and you would like to include them in the next mailing, please contact Nancy Benner at (202) 401-5528 or nbenner@acf.hhs.gov.
We will continue to work directly with you and your state staff regarding any follow-up as well as planning next steps and other outreach efforts to promote electronic payments.
Thank you for helping us improve efficiency and accuracy in our collection process.
Sincerely,
Sherri Z. Heller, Ed.D.
