This transmits to you a draft version of the National Child Support Strategic Plan for FY 2000-2004 (Attachment A) as proposed by the State, local, tribal and Federal representatives on the Strategic plan Review Work Group. You will be contacted by

As you are aware, OCSE and its State partners lead a pioneering effort at strategic planning in 1995-96 as the CSE program piloted the Government Performance and Results Act (GPRA). A consensus plan with mission, vision, goals and objectives for the child support enforcement program was successfully developed. The plan served as the foundation for such results -oriented developments in recent years as performance measures, performance-based incentive and penalty systems, and revised data reporting. Five years have passed since the first plan, and the IV-D program's operating environment has changed significantly. In addition, GPRA requires agencies to review their plans every three to five years. The Work Group met September 29-30, 1999 to review the 1995-1999 plan and proposes the edits contained in the draft plan. A clean copy of the draft plan containing the edits but excluding redline and strikeout (Attachment B) is also included for your convenience.

Soon your regional representative on the work group (Attachment A) will contact you for a conference call to gather your feedback on the draft plan. We also encourage participation of Federal Regional Office staff in these discussions. We request that comments on the plan be shared through regional representatives on the work group. However, if for some reason you are unable to participate in these calls, please send any comments by December 13 to Tom Killmurray at:
