RE : Federal Case Registry (FCR) Interface Guidance Document: Special Insert

Dear Colleague:

Enclosed please find a special insert for placement in your FCR Interface Guidance Document, (IGD). These four pages, 9-18 through 9-21, provide an outline of the information needed to execute the security agreement necessary for your State to receive IRS-1099 information through the FCR. Please note that on page 9-21 a sample letter is shown that may be used for this purpose. This letter is currently awaiting OMB approval. A new version will be sent with an OMB approval number when it is available. Please mail the completed letter to the address shown on the sample letter. A completed letter, signed by the State IV-D Director or his or her designee, must be submitted in order for your State to receive IRS-1099 information through the FCR. Please submit these letters as soon as possible in order for OCSE personnel to process them in time for the implementation of FCR.

For your convenience, attached is a copy of IRS Publication 1075, "Tax Information Security Guidelines for Federal, State, and Local Agencies," which describes the requirements for access to and use of IRS data. This document is also available at:
