The Office of Child Support Enforcement (OCSE) and the PresidentÂ’s Committee on Mental Retardation (PCMR) are promoting collaboration between agencies and advocates serving people with mental retardation and Child Support Enforcement programs at state and local levels. The aim of this collaboration is to promote child support services for eligible families of children with mental retardation.

The Office of Child Support Enforcement and the National Head Start Association (NHSA) have entered into a partnership to assist parents to be more positive influences and provide increased financial support for their children. We will work together to assure that all Head Start programs and local Child Support offices develop partnerships to distribute information on child support services and assist eligible parents to access these services.

This letter is being sent to inform you of a problem we are experiencing regarding the employer address sent to us from State Employment Security Agencies (SESAs) as part of the New Hire Reporting program. Beginning in January, we would like to set up a teleconference call with each SESA to discuss this problem and possible solutions.

DCL-99-143, Federal Offset Program PY 2000 Fees

Treasury's Financial Management Service (FMS) has provided OCSE with the offset fees for Processing Year (PY) 2000. Effective January 1, 2000, a Federal income tax refund offset is $8.10, and the fee for administrative offset $9.65 per offset.

At the beginning of 1999, the Internal Revenue Service initiated a processing change that caused reversals to be three times greater than experienced in the past. Part of the reason for the increase was the timing of processing injured spouse claims. In addition, IRS experienced a technical problem and withheld processing of several cycles.
