This letter is a follow-up to our letter of August 10, 1990 regarding the Office of Child Support Enforcement Interstate Referral Guide (referred to as IRG). As you know, the IRG, a directory of Federal, State, and local addresses for use in processing interstate child support cases, offers a ready reference of current addresses and telephone information for States and local child support offices.

In an effort to keep Directors of the Title IV-D program informed about current child support research, we are sending you the enclosed executive summary. The executive summary is part of the interim report from the State of Oregon`s research and demonstration project on systematic review and adjustment of child support orders. Also enclosed is further information on the project and its procedures.

Proposed regulation, at ?303.8, would require the State to implement procedures for the periodic review and modification of IV-D support orders. Section 303.8(d) would require notification of both absent and custodial parents: (1) that they have the right to request a review of the support order; (2) that a review will occur; and (3) that a modification is being proposed or a determination has been made that there should be no change in the order and that they have a right to initiate proceedings to challenge the modification or determination.

DCL-90-25, Telephone Number Changes/WITS

Several Washington, D.C. Federal Government agencies, including the Department of Health and Human Services, are currently converting their telephone system to the WITS (Washington Interagency Telecommunications System), due to changes in the old FTS system. All of the phone numbers for the Office of Child Support Enforcement and the Family Support Administration will change, effective November 13.

We have revised form OCSE-56 with the assistance of the IV-D Directors` Reporting Committee which was chaired by Tony DiNallo. Due to the additional data collection requirements of the Family Support Act of 1988 (P.L. 100-485), it has been necessary to divide the OCSE-56 into two forms-- the OCSE-156 (Child Support Enforcement Program Annual Data Summary Report).

The American Bar Association`s Child Support Project will present an Interstate Child Support Remedies training symposium via satellite, tentatively scheduled for March or April, 1991. Topics of discussion will include the various interstate remedies: long-arm statutes, URESA, interstate income withholding, withholding against employers who "do business" in income tax refund intercept, enforcing a local order, and enforcement against the military.

This DCL advises states of an innovative and exciting national initiative involving income withholding and electronic transfer of funds an data. When fully implemented, it will boost both States` and employers` efficiency in implementing immediate income withholding and should alleviate much of the anticipated workload. Use of electronic transfer of funds and data can provide a seamless flow of collections and information from employer to the IV-D agency and to the child support recipient.
