RE: Federal Case Registry (FCR) Multistate Financial Institution Data Match

Dear Colleague:

In an effort to assist your technical staff in the development and testing of the Federal Case Registry (FCR) interface for the Multistate Financial Institution Data Match (MSFIDM) response process, a test file is being sent to your designated MSFIDM Technical Contact along with a copy of this letter. The test file contains an FCR Proactive Match/Locate Response Batch that can be used to test your interface for transactions incoming from the FCR. This batch includes the following types of records:

Attached is a copy of the revised data specifications for the FCR MSFIDM Response Record. Based on the responses received to our FCR Flash Bulletin sent via Email to the States on July 13, 1999, the specifications have been revised to return only one matched response record per Social Security Number (SSN) per State. Please note that if the Multistate Financial Institution (MSFI) sends two response records for the same SSN as a result of matching to multiple bank accounts, multiple records will be returned for the SSN but the MSFI account information will be different. As a result of this change, the FCR MSFIDM Response Record has been changed to redefine the Case TANF Indicator in position 484 as filler. A detailed explanation of each of the other records included on the test file can be found in Appendix H: FCR Output Transaction Layouts of the FCR Interface Guidance Document.

The MSFIDM exchange with the MSFIs was initiated on July 15, 1999 and as a result States may begin to receive MSFIDM Response Records from the FCR as of August 23, 1999. We are hopeful that the test file will assist your staff in modifying your system to accept and process this data.
