DEAR COLLEAGUE LETTER

ATTACHMENT: A Guide for Enhancing Financial Institution Data Match Automation
DATE: November 21, 2008
TO: ALL STATE AND TRIBAL IV-D DIRECTORS
RE: Release of Automated Systems for Child Support Enforcement: A Guide for Enhancing Financial Institution Data Match Automation
Dear Colleague:
I am pleased to release the Automated Systems for Child Support Enforcement: A Guide for Enhancing Financial Institution Data Match (FIDM) Automation. The Office of Child Support Enforcement (OCSE) has prepared this Guide to support your efforts to improve the effectiveness of the FIDM process in your Child Support Enforcement (CSE) system.
FIDM is one of the many target areas that OCSE is emphasizing and developing support tools as part of the PAID (Project to Avoid Increasing Deficiencies) initiative. Improvements in FIDM automation increases the efficiency of discovering obligors’ financial accounts as well as collecting through the lien and levy process. States that have already implemented automation enhancement solutions have reported many positive results such as, an overall increase in collections and improved processes.
In the Guide you will find these practical tools for enhancing your existing FIDM automation in compliance with Federal statute 42 USC 666 (a)(17).
If you have any questions or comments about the Guide, please contact Ms. Robin Rushton, Director, Division of State and Tribal Systems, OCSE at (202) 690-1244 or email: rrushton@acf.hhs.gov.
Sincerely,
Margot Bean
Commissioner
Office of Child Support Enforcement
