Progam Development Branch

The Program Development Branch manages the development, integration and defense of current and out-year Civil Works Program requirements, consistent with strategic planning to meet National needs, interfacing with the Administration, stakeholders, sponsors and Congress on the annual and long-term Civil Works Program Proposals. The responsibilities of this branch include: - Produce Engineering Circular (EC) for development of the annual Civil Works (CW) Budget Request
- Develop Budget and Prepare Supporting Tables and Data
- Prepare ASA(CW) for Budget submittal and OBM Briefings
- Issue instructions for Rollout and Defense of the Civil Works Budget
- Coordinate with OMB & RM in composing Appropriation Language for annual Budget Appendix
- Finalize Budget to Congress based on OMB Passback and coordinate preparation of justification statements
- Produce Press Release and associated activities including:
- Media Advisory
- Prepare Briefind Slides for ASA(CW) and Chief for defense of the fiscal year budget before Appropriations Hearings
- Identify Policy Issues and New Starts of Construction and Investigations
- Possible General Questions and Answers
- Project Lists
- Coordinate prepartion of Enacted Fact Sheets
- Manage preparation and submittal of answers to Questions for the Record (QFRs)
