The Financial Institution Data Matching Program was implemented as a result of the passage of the Personal Responsibility and Work Opportunity Reconciliation Act, or the Welfare Reform Act of 1996. This law provides that the Office of Recovery Services and banks, credit unions, and other financial institutions shall enter into agreements to provide information relating to accounts maintained by such institutions for residents of the State of Utah and other persons subject to child support laws.
