The files include the standardized forms titled, “Order/Notice to Withhold Income for Child Support “ and “Notice of an Order to Withhold Income for Child Support” (Order/Notice); the instructions for completing the forms, and a sample numbered copy of the Order/Notice to use as a guide with the instructions.

AT-02-02, Instr. for Requesting an Exemption from the Mandatory Law and Procedure of the Soc. Sec. Act regarding UIFSA 1996

This Action Transmittal established procedues that states must follow when applying for an exemption from section 466(f) of the Act for UIFSA 1996. OCSE has determined that it may grant a requst for an exemption from the requirement to implement section 466(f) of the Act if a state adopts UIFSA 2001. Under this exemption, states will not be required to provide the cost-effectiveness data specified in Action Transmittal 97-02 in order to request an exemption from the requirement in section 466(f) of the Act.

AT-90-02, Interstate Referral Guide (IRG)

The Office of Child Support Enforcement (OCSE) has automated the IRG so that States will have accurate address and telephone information. Automation of the IRG will enable changes to be made as often as necessary; thus making current information readily available for facilitation interstate case processing.

AT-77-05, Instructions for Allocation of Incentive Payments Among Jurisdictions Pursuant to Section 458(b) of the Act.

On December 21, 1976, the Office of Child Support Enforcement issued OCSE-AT-76-23 regarding the above subject. The second paragraph of Section 3 had an error in the next to the last sentence. The sentence should have read:

Section 458(b) of the Social Security Act requires the Secretary to prescribe a manner of allocating the incentive payment provided for by section 458(a) of the Act whenever more than one jurisdiction is involved in the enforcement or collection of child support. 45 CFR 302.52(e) provides that the Office of Child Support enforcement will issue instructions prescribing the manner of allocating incentive payments.
