The purpose of this action transmittal is to inform states and tribes about passage of the DRA of 2005 and its impact on State Child Support Enforcement (IV-D) programs. This AT will explain the child support sections of the DRA of 2005 and attach a copy of those sections of the law.

This action transmittal promulgates procedures and gives examples relating to the provisions of section 457 of the Act for the distribution of child support collections. Some procedures prescribed herein relate to the associated policies in 45 CFR 302.32 and those sections of 45 CFR 302.51 which are not superseded by the revised section 457 of the Act.

Proposed regulations that implements the requirements of sections 121 and 122 of the Family Support Act of 1988 (P.L. 100-485) by revising current regulations to specify standards for processing child support enforcement cases and timeframes for distributing child support collections under title IV-D of the Social Security Act.
