Training Course on the Expanded Federal Parent Locator Service (FPLS)

Introduction

Module 1: The Big Picture
The learning objective for this module is to help participants understand the changing world of child support enforcement with an emphasis on the expanded Federal Parent Locator Service (FPLS). Participants will learn how the entities within the FPLS provide locate information to the States and facilitate case processing.

Module 2: PRWORA Requirements
The learning objective for this module is to enable participants to:
  1. Identify the changes to the Social Security Act of 1975 as brought about through the major requirements set forth in the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) and the Taxpayer Relief Act of 1997
  2. Understand the major changes to the Child Support Enforcement Program introduced in PRWORA and the Taxpayer Relief Act
  3. Identify how PRWORA and the Taxpayer Relief Act expanded the Federal Parent Locator Service (FPLS)
  4. Identify the timeframes that States must comply with under PRWORA and the Taxpayer Relief Act

Module 3: The Expanded FPLS
The learning objective for this module is to enable participants to:
  1. Identify the requirements for the State Directory of New Hires (SDNH) as set forth in the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA)
  2. Identify the requirements for the National Directory of New Hires (NDNH) as set forth in PRWORA
  3. Understand the key dates for implementation of the expanded Federal Parent Locator Service (FPLS)
  4. Understand the purpose and reporting requirements of the State Case Registry (SCR) under PRWORA
  5. Understand the purpose and reporting requirements of the Federal Case Registry (FCR) under PRWORA
  6. Understand the impact of the expanded FPLS on IV-D professionals

Module 4: FPLS Proactive Matching
The learning objective for this module is to enable participants to:
  1. Explain how the expanded FPLS has changed the way it looks for noncustodial parents (NCPs)
  2. Identify database searches that will take place within the National Directory of New Hires (NDNH) and the Federal Case Registry (FCR)
  3. Understand how States will use data returned from a proactive match
  4. Understand that different States will use the data returned from the FPLS in different ways
  5. Understand how proactive matching works through examination of two case studies

Module 5: SSN and SSN Verifications
The learning objective for this module is to give participants an understanding of the enumeration and verification of Social Security Numbers (SSNs), including background information, the meaning of the SSN and how the SSN and Enumeration Verification System (EVS) interact with the Federal Parent Locator Service (FPLS).

Module 6: External Locate Sources and Future Enhancements
The learning objective for this module is to provide participants with information about the various databases that the Federal Parent Locator Service (FPLS) accesses and the kinds of information available from those databases. At the end of this module, participants will be able to:
  1. Identify the external databases accessed for locate requests
  2. List the types of data available from each locate source
  3. Identify data that may become available in the future

Module 7: CSENet
The learning objective for this module is to enable participants to understand the function and appropriate use of the Child Support Enforcement Network (CSENet) and, in particular, to understand the following information about CSENet:
  1. When CSENet is used for interstate case processing
  2. How CSENet works with the Federal Case Registry (FCR)
  3. What the types of CSENet transactions are, including the CaSe Information (CSI) transaction

Module 8: Access, Security, and Privacy
The learning objective for this module is for participants to understand the "who" and "why" of access to the Federal Parent Locator Service (FPLS) and what security measures are in place to protect the information.

Module 9: Federal Offset Program and Passport Denial Remedy
The learning objective for this module is to enable participants to understand the following enforcement tools of the Federal Offset Program and how they are used to collect delinquent child support:
  1. Federal Income Tax Refund Offset Remedy
  2. Administrative Offset Remedy
  3. U.S. Passport Denial Remedy

Module 10: Putting It All Together
The first learning objective for this module is to summarize the material covered in the training and to help participants review the way all the elements in the "Big Picture" work together to assist the States and Federal government in their partnership for operating a successful child support enforcement program.

The second learning objective is for the trainers to understand and appreciate the ways in which the implementation of welfare reform requirements will have a tremendous impact on caseworkers and to encourage participants to discuss this impact.
