The preface provides guidance to State trainers on the use of the guide.

Opening

During a presentation, participants will receive an overview of the training course components, objectives, and activities and will receive all necessary information regarding the training schedule, facilities, and materials for the course. Participants will get to know others in the course, including trainer, or trainers, through a warm-up exercise.

Module 1: Overview

After a participatory lecture, and through a self test, participants will accurately identify six features that are common to both multistate and in-state data match processes and two differences between these processes.

Module 2: Federal Matching with Multistate Financial Institutions

After a participatory lecture and through a list building exercise and a self test, participants will accurately identify the seven databases associated with the FPLS and describe the seven major steps of the MSFIDM transmission process.

Module 3: State Operations, Matching with In-state Financial Institutions

After a participatory lecture and through a group test, participants will be able to identify five FIDM agreement terms and five strategies for State outreach to financial institutions.

MODULE 4: LIEN AND LEVY PROCESSING

After a participatory lecture, and through case studies and a self test, participants will accurately define basic terms associated with lien and levy processing, apply the basic State policies regarding in-state lien and levy processing and differentiate the three approaches to interstate lien and levy processing.

MODULE 5: TECHNICAL SUPPORT

After a lecture, and through a demonstration and a self test, participants will accurately identify four technical support resources provided by the Federal Office of Child Support Enforcement and identify types of information available on the FIDM web page.
