Dear Colleague:

I am pleased to provide you with a copy of the Federal Office of Child Support Enforcement’s (OCSE) video on paternity establishment -- in Spanish -- entitled "El Poder de Dos: El Reconocimiento Voluntario de la Paternidad." This is the Spanish language adaptation of our English language video, "The Power of Two: Voluntarily Establishing Paternity." Also enclosed is a written English language translation of the Spanish script.

The purpose of this video is to communicate to viewers the opportunity to voluntarily establish paternity, as well as provide them with an explanation of their rights and responsibilities as a result of signing a paternity acknowledgement. The video is around 13 minutes long.

All of you, as directors of state Child Support Enforcement agencies, are being provided with a "beta master" and VHS copy of the video as part of your ongoing paternity outreach. We encourage you to duplicate and distribute copies of this video.

OCSE hopes that "El Poder de Dos: El Reconocimiento Voluntario de la Paternidad" communicates a clear understanding of the benefits of establishing paternity and encourages the full participation of both the mother and the father in the lives of their children.
