The Child Support Enforcement Division (CSED) introduced its First Things First public awareness campaign early in 1999, with a goal of changing the attitudes of young people about child bearing. The intent is to encourage young people between the ages of 8 and 20 to have children only after they acheive certain other goals.

Paternity
