Cherokee Nation

Demographic Information:
The Cherokee Nation is in Northeast Oklahoma and covers more than 9,000 square miles. The child care service area includes both urban and rural areas in 14 counties.

Type of Program:
The Cherokee Nation Tribal Child Care Program serves over 2,000 children in Tribally operated centers, contracted centers, contracted family child care homes and Head Start extended day programs.

Effective Program Strategy:
Child care providers may apply to the Tribal Child Care and Development Fund (CCDF) program for a grant to improve the health, safety and quality of their program. Grants are provided to Cherokee Nation contracted child care providers for quality improvement or start-up funding. Improvements related to health and safety are given priority in awarding the grants. Grants awards range from equipment purchases to home repairs. A team consisting of administrative staff and advisory board members reviews Grant applications quarterly.

Resources:
The CCDF is the primary resource for the grants program. Referrals are made to the Cherokee Nation Community Development and to the Housing authority for families who may be eligible for Native American Housing Assistance Self Determination Act (NAHASDA) funding.

Results:
Sixty-four (64) providers received grants in FY 1999. The review team has approved forty (40) grant applications in the first quarter of FY 2000.

Lessons Learned:
The Child Care Program must develop a comprehensive contract with the child care provider and the vendor which complies with Tribal contracting guidelines and procedures. Get initial advice and input from a variety of sources: purchasing, accounting, and construction departments before setting up this project.
