Program Benefits Analysis

The Office of Planning, Budget, and Analysis (PBA) performs public benefits analysis, which estimates the future benefits of EERE programs under the Government Performance and Results Act (GPRA) of 1993. While looking at projected benefits, this analysis also retroactively assesses the benefits of past program activities.

Through PBA, EERE provides estimates of program benefits in its annual Congressional Budget Request. These estimates represent one piece of EERE's GPRA implementation efforts—documenting some of the economic, environmental, and security benefits (or outcomes) from achieving program goals. EERE estimates benefits for its overall portfolio and for each of its nine research, development, demonstration, and deployment (RD3) programs. Benefits for most budget requests are estimated for the midterm and long term.

Modeling EERE Deployment Programs

The Planning, Analysis, and Evaluation (PAE) group at EERE worked with the Technology Development (TD) programs to identify and characterize the modeling of deployment programs within their programs, address possible improvements to the modeling process, and note gaps in knowledge in which future research is needed.

These documents include the key results from analyses that were completed for each of the identified tasks. The current deployment activities taking place in EERE are summarized, and a characterization of the EERE Deployment structure is provided. Current deployment-modeling efforts are also characterized with respect to each program, and the steps taken to incorporate a given program into an integrated framework are described. The gaps in knowledge regarding deployment modeling are discussed, and possible modeling strategies that may address some of these gaps are presented. Conclusions and recommendations for further, more-detailed modeling work also are included.
