On June 9, 1994, the Office of Information and Regulatory
Affairs in the Office of Management and Budget (OMB)
published a notice in the Federal Register announcing the
review of OMB Statistical Policy Directive No. 15, Race and
Ethnic Standards for Federal Statistics and Administrative
Reporting. In March 1994, an interagency committee was formed
to assist OMB in various phases of the review process and to
evaluate the impact of potential changes on the Federal
agencies that are producers and users of racial and ethnic
data. That committee appointed a Research Working Group of
substantive and methodological experts to prepare an agenda
which would address research questions about the possible
effects on the standards resulting from changes suggested in
the public comment. This report presents that agenda.
