USGS's Earth Science Information Centers (ESIC) are an excellent source for information and advice on the availability of digital data and maps for GIS applications. The ESIC (formerly called the National Cartographic Information Centers) offices have fact sheets, user guides, price lists, order forms, and personnel to assist in selecting the best available information for a GIS application.
