In October 1994, EPA established the Border Liaison Office in San Diego, California to support binational efforts that address environmental issues affecting U.S.-Mexico border communities. The mission of the Border Office is to provide accurate and timely environmental information to stakeholders in the border region including non-governmental organizations; state, local, and federal governments; tribes; business associations; academic institutions; citizen groups; and the general public. In addition, the Border Office provides community feedback to agency decision-makers about border programs.
The Border Office also develops programs to encourage public participation, provide information on community grants, and coordinate with border stakeholders. The Border Office also coordinates and monitors activities conducted under the Border 2012: U.S. Mexico Environmental Program.
Due to high demand and constant community requests to increase environmental education opportunities, the Border Office has supported special projects supporting environmental education in the states of Arizona/Sonora, California/Baja-California, and several tribal communities.
As part of its mission, the Border Office:
- Coordinates the operations for the Arizona/Sonora and California/Baja California Regional Workgroups
- Serves as a liaison between the Border 2012 Task Forces and the Regional Workgroups' co-chairs
- Serves as a link between U.S.-Mexico border stakeholders, EPA's Pacific Southwest Regional Office (Region 9), and EPA's Office of International Activities
- Facilitates dialogue and resolution of issues affecting border communities
- Coordinates the Border Grants Program
- Provides timely and accurate information to border stakeholders
- Maintains a repository of documents on U.S.-Mexico border issues
- Makes presentations and serves on border issues panels
