The Five-Year Strategy for the President's Emergency Plan for AIDS Relief

Secretary of State Colin L. Powell will deliver opening remarks on the release to Congress of the Five-Year Strategy for the President’s Emergency Plan for AIDS Relief on Monday, February 23, at 12:15 p.m. He will be followed by Secretary of Health and Human Services Tommy G. Thompson, who will also make brief remarks. Ambassador and U.S. Global AIDS Coordinator Randall L. Tobias will then announce the first release of the Emergency Plan funds for the rapid scale-up of prevention, care and treatment programs in the focus countries, and take reporter questions. This event is on camera and on the record, and will be held in the State Department’s press briefing room (Room 2209).

Advance Copies of the Embargoed Report
Printed copies of the report are available to be picked-up by members of the press.
The entire report is EMBARGOED until the end of the press briefing, approximately 12:45 p.m., February 23. The report will be available on a first-come, first-served basis, one copy per media organization, and must be collected in person from Room 2109. Copies will not be reserved, mailed, faxed, or delivered to a building entrance.

Press who attend this briefing should arrive at the 23rd Street entrance (between C and D Streets, NW) and must present either (1) A U.S. Government-issued identification card (Department of State, White House, Congress, Department of Defense or Foreign Press Center), (2) a media-issued photo identification card or (3) letter from their employer on letterhead verifying their employment as a journalist, accompanied by an official photo identification card (driver's license, passport). Press should allow adequate time to process through security and to be in the briefing room 10 minutes before the briefing.

The full text of the report will be available for downloading from the State Department web site at:
http://www.state.gov as soon as possible after the briefing on February 23.
