Welcome to Region 3's Endangered Species Permits, Planning and Conservation Agreements Web Site!

The purpose for this web site is to facilitate development of Permits, Habitat Conservation Plans (HCPs), Safe Harbor Agreements (SHAs), Candidate Conservation Agreements with Assurances (CCAAs), and other non-traditional instruments (MOUs, MOA's, etc) that promote species and habitat conservation through innovative partnerships.

Many of our Nation's most imperiled species occur on private land. In fact, a 1995 General Accounting Office report concluded that at least 700 of our roughly 1,200 federally listed species occur on private land. Over 70 percent of fish and wildlife habitat remaining in the Nation is on private land. Consequently, conservation of fish and wildlife and their habitat on private land is critical to maintaining our Nation's biodiversity. It is imperative that federal and state agencies, local governments, non-government organizations, industry, and private landowners work collaboratively to develop ways to conserve fish, wildlife, and their habitats. HCPs, SHAs, CCAAs, and other non-traditional agreements are effective tools when conserving listed species and their habitats on private land.
