I thank and congratulate the members of the House of Representatives for their overwhelming bipartisan support for H.R. 1, the No Child Left Behind Act. I particularly thank Education and the Workforce Committee Chairman John Boehner and Ranking Minority Member George Miller for their leadership and their commitment to changing the culture of our education system so that it leaves no child behind.

Implementing H.R. 1 will take hard work on the part of the Department of Education and our partners in education at the state and local level. At the same time, the bill offers all of us the promise of stronger accountability for results, more flexibility and local control, expanded options for parents and an emphasis on teaching methods that have been proven to work. With this tool, we will be able to realize the president's goal of offering all American students a quality education and leaving no child behind.
