The Program Management Unit is responsible for Property Management functions, Outdoor Advertising Sign Program, and Access Research.

Property Management Program
 
Property Management  sells real property the department considers to be "surplus". Proceeds from the sale of surplus properties are deposited in the state Highway Trust Fund.
 
The Right of Way Section will sell real property deemed surplus by ODOT as quickly as possible, in a manner that will provide the maximum benefit to the Highway Trust Fund and the State of Oregon.

Outdoor Advertising Sign Program
 
The Outdoor Advertising Sign Program is responsible for administering the Oregon Motorist Information Act and for ensuring that Oregon complies with its agreement with the Federal Highway Administration to effectively regulate outdoor advertsing signs, visible to state highways.
 
Sign regulation includes issuing and renewing sign permits and addressing on sign violation notices.

Access Research
 
The main duties for the Access Research Unit:
  •             Provide project-related access research
  •             Research the existing access rights for approach permit applications
  •             Process indentures of access
  •             Provide r/w representation on the Statewide Grant Review Committee
  •             Miscellaneous access research
