Annual Performance Measures

Statewide Financial Services is one of six sections within the State Controller's Division.  This section includes the Statewide Financial Manager, and three separate but functionally compatible units. 
  • The Statewide Account Receivable Management (SWARM) unit provides a comprehensive and convenient collection of organizations, regulations and references to assist state agencies with the effective management of their accounts receivable. 
  • The E-Commerce accounting unit promotes an enhanced awareness of the options available for agencies regarding internet secure pay.  They provide direction, leadership, focus and accountable statewide policies and procedures to ensure the efficient operation of the state's internet payment solution that provides service, coordination, and training to state agencies.
  • The Internal Control unit is responsible for developing, controlling, and managing the statewide financial internal control compliance program.
Programs
With the passage of HB 3509 during the 1999 legislative session, the Division has program responsibility to provide central direction, leadership, focus, and policy guidance on state accounts receivables. With Executive Order 01-25 serving as its directive, and with due consideration of legislative guidance, the E-Commerce Operations' unit works with EISPD, the State Treasurer, and state agencies to develop statewide policies and procedures based on internet business best practices.
