KPM Changes |
|
In 2007 the KPM processes and administration changed hands, moving from the Oregon Progress Board to be jointly managed by the Department of Administrative Services' Budget and Management Division (BAM) and the Legislative Fiscal Office (LFO).
The Progress Board continues to be involved in linking KPM's with Oregon’s benchmarks.
Please contact the BAM performance management coordinator with any KPM related questions or inquiries.

Administrative Measures |
|
Based on the recommendation of the Advisory Committee on Government Performance and Accountability, an interagency administrative measures work group under the sponsorship of the state Administrative/Business Directors completed a report on administrative measures for
- Information technology
- Procurement
- Human resources
- Financial services
The Oregon Department of Administrative Services endorses the measures in this report and encourages individual agencies to adopt them. No central data collection or reporting is expected at this time.

Third Annual Meeting featuring David Osborne: July 16, 2007
Willamette University's Atkinson Graduate School of Management, in cooperation with the Oregon Public Performance Measurement Association and Association of Government Accountants sponsored David Osborne, best-selling author, authority and sought-after speaker, for the July 16 event.
Second Annual Meeting: July 19, 2006
On July 19, 2006, OPPMA (Oregon Public Performance Management Association) and AGA (Advancing Government Accountability) co-sponsored a training session featuring Jay Fountain and Wilson Campbell from GASB (Government Accounting Standards Board) on the Willamette University Campus in Salem, OR. The speakers reported on the “Government Performance: GASB'S Suggested Criteria for Performance Reporting and The AGA Certificate of Excellence in Service Efforts and Accomplishments Reporting Program “
First Annual Meeting: June 7, 2005
The Alfred P. Sloan Foundation, City of Eugene and the Oregon Progress Board sponsored an "inaugural" meeting of the proposed Oregon Public Performance Measurement Association on June 7th, 2005 in Salem Oregon. Jonathan Walters, author of Measuring Up: Governing’s Guide to Performance Measurement for Geniuses (and Other Public Managers) was the featured speaker. Interested citizens and non-governmental organizations attended alongside about 120 state and local government representatives.
In addition to Jonathan's talk, Representative Jerry Krummel, Chair of the House Audits Committee, briefly addressed the group. Participants heard presentations on current efforts to communicate performance to the public; thoughts from a citizen panel; and discussed possible goals, activities and schedules for the proposed organization. At the end of the meeting, a steering committee of about 15 volunteers was formed to research the issues raised (see discussion notes (doc) ). A meeting will be scheduled for mid-October, during which the Steering Committee will report its findings.

In the summer of 2004, intern Circe Torruelas launched a comprehensive assessment of Oregon state government's performance measure system (doc). Her findings were used by the Progress Board in developing its recommendations to the legislature (doc) as required by law.

Oregon´s benchmarks and performance measure work is featured prominently in this study by the United States Government Accountability Office (GAO), which examines: (1) The state of the practice in these systems in the United States and around the world, (2) Lessons learned and implications for the nation, and (3) Observations, options, and next steps to be considered if further action is taken.
AGA Reviews Oregon Reports
The Association of Government Accountants (AGA) has established a program to help state and local governments strengthen their performance reports and recognize, through a Certificate of Excellence program, the truly outstanding reports.
