Abstract	The Montana Department of Transportations new Strategic Business Plan clearly links all employees to the global success of the department. As a result, every employee understands his or her role in serving the public by providing a transportation system and services that emphasize quality, safety, cost effectiveness, economic vitality and sensitivity to the environment. The Department views the strategic business plan matrix as a living document that serves as the basis for business actions and performance measurement, both at the department level and at the individual level. All employees will have a performance plan derived from the twelve strategic initiatives, with performance criteria that have a direct tie to their division or district administrator's performance plan, which is in turn tied to overall departmental performance. It is clearly intended to be a "waterfall effect" measurement approach. This website allows the visitor to not only view the business plan itself but to view the implementation plan and to comment.
