Abstract Coordinated Highways Action Response Team (CHART) is a joint effort of the Maryland Department of Transportation and the Maryland State Police, in cooperation with other federal, state and local agencies. CHART's mission is to improve "real-time" operations of Maryland's highway system through teamwork and technology. The CHART program is Maryland's entry into the ITS arena. This program started in the mid-1980s as the "Reach the Beach" initiative, focused on improving travel to and from Maryland's eastern shore. It has become so successful that it is now a multi-jurisdictional and multi-disciplinary program. Its activities have extended not just to the busy Baltimore-Washington Corridor, but also statewide.
