Abstract The implementation of high occupancy vehicle (HOV) lanes is a very important part of the Georgia Department of Transportation fight against road congestion and air pollution. They were first introduced to Metro Atlanta on December 14, 1994, along an 18-mile section of I-20, east of I-75/85. Two years later, an additional 60 miles of lane opened on I-75/85, inside I-285. Designed to help reduce air pollution, improve traffic congestion and ensure a substantial time-savings for commuters who rideshare (two or more occupants per vehicle), HOV lanes are now an integral part of the Georgia Navigator System.
