Abstract ATLANTIC (A Thematic Long-term Approach to Networking for the Telematics and ITS Community) is a network of professionals, researchers and decision-makers from Europe, the USA and Canada working together on key issues in ITS in a coordinated and structured way, and to communicate results to stakeholders via such in events as the series of Benefits, Evaluation and Costs (BEC) Workshops at the annual ITS World Congresses in 2001 and 2002. The ATLANTIC project is undertaking a number of initiatives to strengthen links between key actors in the international ITS and transport telematics community. This report comprises the proceedings for a series Benefits, Evaluation and Costs workshops held over one day during the 9th World Congress on Intelligent Transport Systems in Chicago, Illinois. The report is divided into four chapters. An introductory chapter includes an overview of the report and a review of the background to ATLANTIC. Then a summary is provided of each session including a review of key issues. This chapter includes a review of the main discussion points and a list of proposed discussion threads to be launched after the 9th ITS World Congress as a starting point for possible workshops to be organised for the 10th ITS World Congress in Madrid in November 2003. The next chapter introduces the IBEC Co-operative Working Group. The last chapter provides a summary of the main findings and conclusions.
