The priority of this problem.  Priorities range from 1 thru 5 plus one additional type for research.  There is also a pseudo  “f” priority for projects authorized under 411(f) of SMCRA.

The problem type code identifies the exact nature of the problem at the site.  Not all problem types are available for all priorities.  The table PRIOPROB defines this relationship.  Each problem type defined a particular unit of measure and these units are defined in table XXX.

This code currently has only two values.  Either the field is empty, meaning the PAD is active, or PN, indicating that the entire PAD is in a suspense state and should not be included in any queries.

AMLIS Key

This is the primary key for the PAD and is the combination of the State or Tribe code, the PA_NUMBER, the PROGRAM and PROGSFX fields.

Lat. Degrees

This set of six fields contains the degrees, minutes and seconds of both the longitude and latitude of the site.  There are two additional fields called LONGITUDE and LATITUDE which carry the same information but as floating point number representing the degrees. ie:  25:30:00 would be 25.5.  Also, the longitude is carried as a positive number but actually represents a position WEST of the meridian and therefore must be treated as negative for mapping purposes.

The Congressional District code is set whenever a change is made to the county name or FIPS code fields, both of which are views into the FIPS code table.  When either field changes, the FIPS table is scanned to construct a list of all Congressional Fields which fall within the county.

The name of the county in which the Problem Area is located,

This field contains the Federal Information Processing System (FIPS) code for the county.  The county lookup uses the FIPS reference table to present the available counties when a selection is made, sets the FIPS code value and builds a list of the associated Congressional Districts as well.

This memo field contains a list of all attachments that have been applied to the PAD.  This is a single line description of the attachment.  A parallel memo, IMGPATHS contains the full path and filename of the attachment.

The date of the last revision to the PAD.  Any change, except additional comments, updates this date.

This field contains the codes for the ore types mined at the site.  The values are both coded and positional, that is, the code for gold is G but it also appears in a specific location in the code list so program logic can use whichever method is most appropriate for the task.

Problem Area Name

The Problem Area field contains the official name of the Problem Area.  All PADs for this Problem Area share a common name.

PA Number

The Problem Area Number is the numeric identifier of the Problem Area.  There can be many PADs in a given Problem Area and all share a common number.  Most States simply use a sequential numbering scheme but others reserve blocks of numbers for various areas or types of problems.

Cumulative Comments

This memo field contains the cumulative history for the PAD.  Each entry in the history is date/time stamped and contains the user ID of the person making the entry.  Some entries also contain a short system generated phrase indicating what process was responsible for making the entry.

Prepared by

The name of the person who prepared the AML-76 form from which the PAD information was entered.  The system defaults to the contact for the state but should be overwritten at entry.

This field represents the date the Form-76 was prepared but will more likely be the date the form was entered.  This uncertainty makes the field less than useful.

The phone number of the individual that prepared the OSM Form-76 from which the PAD information was entered.

Program Code

The Program field contains the two-character designation for the funding source.  For example, State Grant funding is SG.  The full program code contains one more character (PROGSFX) to designate the sub type.

This field contains the full program code which is the PROGRAM and PROGSFX fields together.  Again, this is basically for query purposes since SQL isn’t good at concatenating fields.

The Program Suffix field is the 3rd character of the full 3-character program code.  It is isolated as a separate field for query purposes.

 

PU NAME

Planning Unit Name

The Planning Unit Name is the official name given to the planning unit.  The name is assigned and maintained, with the planning unit number, by the states and tribes.

 

PU NUMBER

Planning Unit Number

The Planning Unit Number is the numeric designation of the Planning Unit in which the problem resides.  These codes are assigned and maintained by the states and tribes.

 

QUAD NAME

Quadrangle Name

The Quadrangle Name is validated against the USGS table and, at this time, is not limited except to the proper state.  It would be better to more accurately filter the entries, limiting them to only those the COULD be somewhere within the county but this would require substantial logic and processing and has not been attempted.

 

ST CODE

State Code

The State Code field indicates the state in which the Problem Area is located.  This field is set even if the problem resides on tribal lands.  For some tribes, such as the Navajo, there may be more than one valid state.

 

STATEKEY

State or Tribe Code

This field represents the two-character state or tribe that is part of the AMLIS_KEY field.  It differs from the ST_CODE field in that the state code field is always a state and TR_CODE is either empty or the tribe code.  In order to query on the state or tribe a separate field is required.

 

TR CODE

Tribe Code

The Tribe Code is filled only when the Problem Area is within tribal lands.  It is empty for all others.

 

TYPE MINE

Type of Mining

This code indicates the Type of Ming performed.  The codes are:  S for surface mining; U for underground; B if both surface and underground mining; and P for processing only.
