About the Senior Health Insurance Benefit Assistance Program
SHIBA is a statewide network of trained volunteers who educate, assist, and serve as advocates for people with Medicare. SHIBA volunteers help people with Medicare understand their rights and options in health insurance, so that they can make informed choices.
 
This free program is administered by the Office of Private Health Partnerships.
 
State health insurance assistance programs (SHIPs) across the nation form a network that provides health-benefit education, counseling, and assistance for people with Medicare. The Centers for Medicare & Medicaid Services (CMS) formerly Health Care Financing Administration (HCFA) administers Medicare, provides funding, and guides the SHIPs.
 
Oregon's SHIP is called SHIBA (Senior Health Insurance Benefits Assistance) and provides people with Medicare with the most up-to-date information on Medicare and related insurance through a statewide network of trained volunteers and through education and outreach.
 
SHIBA volunteers assist Medicare beneficiaries with Medicare problems and questions and help beneficiaries make better health-insurance decisions.
 
Volunteers provide confidential, uniform, and objective health insurance assistance to people with Medicare regardless of age. Click here to find out how to reach a volunteer in your area.
