PRINCIPAL EXECUTIVE/MANAGER I
(Director of Children, Adults and Family Division)

$7,350 - $11,383 MONTHLY


The Oregon Department of Human Services (DHS)/Children, Adults and Families (CAF) is seeking candidates with exceptional qualifications to be considered for the Director of the Children, Adults and Families Division/Principal Executive Manager I.  The chosen candidate will administer federal and state social service laws, regulations, and programs for children and families.  Children, Adults, and Families (CAF) serves thousands of Oregonians in the very sensitive areas of family life, care of children, and vocational rehabilitation.  This position is executive service and is not represented by a union.

  • Provide protection and safety for abused and neglected children.
  • Help low-income people on the road to self-sufficiency with health coverage, preparation for employment, childcare assistance, and other supports.
  • Serve seniors, people with disabilities, and people with mental illness.
  • Provide treatment services to people whose lives are affected by drugs and alcohol. 
  • Provide leadership in public health.
 
DHS employs over 10,000 people, in more than 160 locations around the state, and delivers services through, and in coordination with, many community partners.
 
SCOPE OF POSITION
 
The Children, Adults, and Families Services Division consists of three program and policy areas.  The primary focus of this group is to establish policies and programs that provide self-sufficiency for families, safe, permanent families for abused and neglected children, and vocational rehabilitation services for adults.  This division oversees program and policy development in many areas such as: temporary assistance for needy families, food stamp benefits, employment assistance, child protective services, assuring safe and permanent placements for children, foster care, adoption and vocational rehabilitation.  This division is comprised of 4072 employees and with a biennial budget of $2.5 billion dollars.
 
The major duties include:
 
Directing the administration and policy direction of all Children, Adults, and Families programs by evaluating the quality of service provided through review  of reports and conferences with reporting staff; exploring solutions to problems and selecting the best alternatives; authorizing the redistribution of available resources to meet changing program needs; resolving conflicts between reporting staff on areas of shared responsibility; establishing reporting relationships and administrative controls over program operations; and coordinating activities with other agencies in areas of mutual concern in order to ensure compliance with established policies, objectives, program priorities and applicable laws, rules and regulations.
 
Representing DHS before the general public, special interest groups, with clients, the Legislative Assembly, state and federal agencies, and the media to advocate and explain department policy and the needs of client groups served. 
 
Providing DHS representation on state and federal interagency commissions, boards, councils, committees, task forces, etc.
 
Responding to requests for information from the general public and other state, federal and local entities. 
 
Providing expert consultation to the Governor, the Legislature or other officials.
 
Providing expert consultation to Department managers.
 
Ensure follow-through on programs and projects with full accountability at all levels, using evidence-based decision-making and performance metrics.
 
Addressing professional organizations and citizen groups to advocate and explain policy and the needs of target populations served by the Department.
 
Determining CAF policy by analyzing all pertinent issues and information, assessing the impact of proposed policy on the provision of services to clients and the general public, and determining the resources necessary to implement such policy in order to ensure the efficient and effective provision of services.
 
The incumbent in this position will be part of the Department of Human Services Cabinet and part of the Department’s Executive Leadership Team.
 
Providing adequate budget and budget oversight by setting program priorities, determining the allocation of funds, supporting budget requests to the Legislature, and ensuring the management of issues related to funds appropriated by the Legislature.

REQUIREMENTS
 
Four years of progressive management experience related to a human services program which included responsibility for each of the following:  Development of program rules and policies; development of long-and short-range goals and plans; program evaluation and budget preparation/management.
 
Graduate-level courses in management may be substituted for one year of the required experience.
 
NOTE: Preference may be given to applicants with graduate-level education in public administration or a related field of study.

WORKING CONDITIONS
 
This position works a professional workweek and frequently has meetings outside of regular working hours. This position frequently travels locally, regionally and nationally, requiring overnight stays. This person is on call in case of emergencies.
