Brittingham, Chief,
Washington Area
Service Center
Effective October
1, 2003, Earl Brittingham
became the Chief,
Washington Area
Service Center (WASC).
The Office of the
Chief provides overall
direction, guidance
and coordination
of the various business
components, as well
as asset management
and administrative
control for the
Service Center.
The Office of the
Chief also provides
oversight of the
contractor operated
Child Development
Center at the Sidney
R. Yates Building.
The Office of the
Chief, WASC is located
in the South Building
Agriculture Building,
Room S-208, and
can be reached on
202-720-2777.
Previously, Earl
was Division Chief
for the Beltsville
Service Center for
the Department of
Agriculture. In
this position, he
was responsible
for 54 full-time
employees [FTEs]
in 14 different
job series and a
combined labor force
of 20 people. This
division was comprised
of Shipping and
receiving, form
and publication
distribution world-wide,
print-on-demand,
furniture rehabilitation,
excess property
disposition and
supply warehousing
for the Washington
Metropolitan Area.
Earl was also responsible
for the design and
layout for USDA's
newly built warehouse
located at 6351
Ammendale Road in
Beltsville, Maryland.
Previously, Mr.
Brittingham was
the Unit Chief of
the Centralized
Excess Property
Operation [CEPO].
In this position,
he supervised 11
FTEs and 12 contract
laborers. He provided
a full range of
property disposal
services throughout
the Washington Metropolitan
Area for 32 USDA
and 17 non-USDA
agencies.
During Earl's 15-year
career with the
General Services
Administration [GSA],
he worked in a multi-tiered
warehouse operation
which consisted
of forms, furniture,
and supplies.
This has been an
extemely rewarding
career for Earl,
a Fairfax High School
graduate (Fairfax
Virginia), who started
with GSA as a warehouse
worker trainee WG-01.
With a positive
attitude, enthusiasm,
and a strong work
ethic, Earl eventually
became Unit Chief,
and the first Director
of GSA's Customer
Supply Center in
Franconia, Virginia.
The Washington
Post featured Mr.
Brittingham in a
recent article:
"GSA Unit Chief
Rose From Stables
To Front-Office,"
that depicted Earl
as the guy who could
get any job done
with hard work and
good old common
sense. That became
evident when he
took over the supply
center, a new operation,
and kept everything
running smoothly
in spite of much
opposition.
Outside of his
job, family-man
Earl breeds, raises
and races thoroughbred
horses.
