Privately owned cameras are permitted in non-classified security
areas provided the items are left in locked vehicles and not used
while on site. These items cannot be taken into any building,
trailer, or classified area without a Controlled Items Permit.
Electronic equipment (including cell phones) that also contains a
camera is considered a camera and is thus subject to the restrictions
that govern cameras.
All media requests to bring still or video camera equipment onto
LLNL must be routed through the LLNL Public Affairs Office. The
Public Affairs Office will then determine what kind of cameras will
be used, where they will be used, what will be photographed, the name
and citizenship of the photographer, who the escort will be, and the
inclusive dates and times for the photography or videotaping to
occur. After Public Affairs gathers this information, it will contact
the Protective Force Division and coordinate with the Badge Office to
issue a press badge to the approved media person.
As a general rule, media personnel will not be
permitted to bring camera equipment on site just to obtain file
footage. Taking shots for file footage, e.g., video or pictures with
the Laboratory as the background, is permissible if taken from
off-site. Existing video file footage of the Laboratory can be
requested from the Public Affairs Office.
The media photographer will be given a written copy of the LLNL
rules regarding on-site use of camera equipment, as set forth below.
What Can Be Photographed
Photographing and videotaping the Laboratory from off site is
permitted. Photographing/videotaping within Open or Property
Protection Areas of the Laboratory is permitted, except as specified
in the next section.
What Cannot Be Photographed
Photographing and videotaping in classified security areas is
prohibited without prior approval of the LLNL
Safeguards and Security Department and Laboratory management. In
situations where such approval has been granted, the area will first
be surveyed by Security personnel before any media cameras
are allowed in the area.
