| Overview |

The OCMP assists coastal governments in their land use activities by providing federal money for plan maintenance, plan amendment, and periodic review. All coastal jurisdictions that have acknowledged comprehensive plans approved by NOAA/Ocean and Coastal Resource Management for inclusion in the OCMP are eligible. In 2001 the Department developed, in coordination and collaboration with coastal local governments, a methodology for allocation, management, and distribution of coastal grant funds for local governments. This methodology is based on these components: (1) a base coastal planning grant calculated using 2000 Census data, with a $3,000 minimum grant level for all small jurisdictions with less than 3000 persons; (2) additions to the base coastal planning grant to recognize specific needs and issues faced by local jurisdictions, such as high growth rates, amount of coastal resource lands and shoreline, and (3) technical assistance grants for high priority projects and implementation activities associated with the four statewide coastal land use goals.
These grants are awarded by DLCD and managed by the regional representatives who collect, review and verify the forms (located further down this page).

| Technical Assistance Grants |
|
High priority project technical assistance grants support major projects that are "above and beyond" the ongoing, regular plan implementation activities. These special allocations for high priority coastal resources management and critical planning needs address issues identified by local planners, state agency resource specialists, and federal agency representatives. Examples of types of special high priority projects that have been funded include: GIS information development and mapping for local needs, GIS training and software for planners, riparian habitat inventories, and buildable lands inventories. Applications for special high priority projects are submitted by local jurisdictions and evaluated by OCMP staff. The grants are executed using the existing DLCD "technical assistance grants" procedure.

| Small Scale Construction or Acquisition Grants (306A) |
|
Since 1985, the OCMP has awarded almost two million dollars in grants for small construction and acquisition projects to improve public access to coastal sites under what is commonly called the 306A program. The 306A program is a competitive grant program that provides funding for things like improving public recreational access to coastal shores and waters, waterfront redevelopment, or the preservation or restoration of natural, historic, or aesthetic resource sites. Projects are generally small in scale and can be completed in twelve to eighteen months.
As of the end of 2006, more than 70 local projects had been supported with 306A funds.
Almost every community on the Oregon coast now features a project completed with 306A funding. Cities, counties, port districts, and state agencies are eligible to apply for 306A grants, which may be for up to $50,000. Grant funds must be matched dollar-for-dollar with funds from other sources.
An application package for 306A project proposals was distributed to potential applicants in early 2006. The department received several proposals for 306A projects, but in the end the federal coastal grant allocation to Oregon for 2007 was insufficient to cover 306A projects. Thus no projects were selected for funding in 2007.
Potential 306A grant applicants are strongly encouraged to discuss their ideas for a 306A project with either their DLCD Field Representative or the 306A Coordinator.

Listed here are forms used to apply for and report on grants and request reimbursement and documents describing grant procedures. Items may be in Adobe Acrobat (pdf) or Microsoft Word (doc) formats. All grants to local governments, agencies and other public entities are processed and administered according to department and state procedures. Grant programs comply with all applicable state and federal procedures for public notice, advertisement, application, selection, award, reporting and close-out.
Technical Assistance - Priority Coastal Resource Management Projects(pdf, doc ). Use this form when applying for technical assistance grants.
Reimbursement Request (pdf, doc ). Use this form for interim as well as closeout payments on all types of coastal grants (i.e., CZM, Technical Assistance and 306A).
