Warm Springs Extension News

BART Schedules Soil Investigations to Begin July 2008
This summer the San Francisco Bay Area Rapid Transit District (BART) will be conducting soil investigations in the Warm Springs project corridor. This work is being done to test the soils and sediments in preparation for the Warm Springs Extension.

Construction Work Details:
Location:
Various locations south of the Fremont BART Station
Start Date:   July 28, 2008
Duration:     Approximately two (2) months
Hours:         Most work will be done between 7:00 a.m. and 5:00 p.m. on weekdays

The soil investigations involve digging trenches with a backhoe and investigating the soils and sediments found with hand tools. Trenches will be covered at the end of the day. Temporary fencing may be used to restrict access to the work area. A storage container will be left on site on BART property for the duration of the soil investigations.

At some locations there may be temporary traffic impacts. These impacts are being coordinated with the City of Fremont.

BART Schedules Soil Investigations to Begin February 2008
This February and March the San Francisco Bay Area Rapid Transit District (BART) Warm Springs Extension Project will conduct soil investigations near the location of the future optional Irvington Station. These investigations will allow BART to obtain data regarding the soils, sediments and deposits in the area.

Testing will involve digging several trenches then conducting a thorough examination of the soils. At the end of the investigation the trenches will be back filled. The entire process is estimated to take four to six weeks.

For more detailed information on the soil investigation, please contact the project information line at 510.476.3900 or email bartwarmspringsextension@bart.gov.

BART Schedules Subsurface Investigations Spring/Summer of 2007
This spring and summer the San Francisco Bay Area Rapid Transit District (BART) Warm Springs Extension Project will conduct a series of subsurface investigations. These investigations will allow BART to obtain data regarding groundwater, as well as the soils, sediments and deposits along various portions of the alignment.

Testing will involve installing several wells, running pump tests and digging approximately a dozen investigative trenches, which will be back filled upon completion on a daily basis.

Security measures that BART has put into place include setting up temporary fencing, having contractor staff present when equipment is operating or trenches are open, and having wells secured with locked metal plates during all unattended periods. During installation of the wells, a drill rig and support truck will be on site for approximately two weeks, with smaller vehicles on site for actual tests and digging of trenches.

All work will be subject to biological monitoring as required of the Warm Springs Extension Project by the United States Fish and Wildlife Service and the California Department of Fish and Game.

FTA Issues Record of Decision for Warm Springs Extension Project

The Record of Decision (ROD) for the San Francisco Bay Area Rapid Transit District (BART) Warm Springs Extension Project is now available. The Federal Transit Administration (FTA) has determined that the requirements of the National Environmental Policy Act (NEPA) have been satisfied for the Warm Springs Extension Project. The ROD represents the basis for the FTA's decision.

The project and alternatives were evaluated in the Final Environmental Impact Statement (FEIS) and 4(f)/6(f) Evaluation issued by BART and the FTA in June 2006. The FEIS examines the benefits and the potential environmental impacts of the preferred alternative, the 5.4-mile extension of the BART line to the Warm Springs district of Fremont, with an optional station at Irvington. Areas of potential impacts include: transportation; geology and soils; hazards and hazardous materials; hydrology; wetlands; biological resources; land use; parks and recreation; population, economics and housing; aesthetics; cultural resources; noise and vibration; air quality; energy; utilities and public services; safety and security. A summary of the mitigation measures for potentially significant impacts is attached to the ROD. The ROD concludes that all reasonable steps have been taken to minimize adverse environmental effects.

Copies of the ROD and all documents referenced in the ROD are available for public review at BART's Administrative Offices, located at 300 Lakeside Drive, 21st Floor, Oakland, CA 94612. The document is also available at the U.S. Department of Transportation, Federal Transit Administration Region IX, 201 Mission St., Suite 1650, San Francisco, CA 94105.
