Software Developers
Thank you for participating in Oregon's e-file program. We look forward to working with you this season.

In Oregon, a software company can be one of or a combination of the following:
  • Electronic Return Originator (ERO): A licensed tax preparer who prepares tax returns for electronic transmission. See Licensing Requirements below.

  • Software Developer: A firm, organization or individual who develops software for the purpose of computing, formatting, and transmitting returns according to Oregon Department of Revenue and IRS electronic return specifications.

  • Transmitter: A firm, organization, or individual who transmits electronic returns directly to the Department of Revenue via the IRS campus.
How to Apply

To participate in the Oregon Federal/State Electronic Filing Program, your company must be accepted by the IRS. The IRS application process involves submitting Form 8633, Application to Participate in the Electronic Filing Program, directly to the IRS. For more information, please call the IRS, 1-800-691-1894.

Oregon recognizes the IRS acceptance and only requires the completion of the annual Letter of Intent by software companies wishing to support Oregon returns for the upcoming tax season. If your company intends to develop tax-preparation software for Oregon's taxpayers, you may obtain important guidelines and contact information from the National Association of Computerized Tax Processors.
