Navigating the Housing System

In King County, there are nonprofit owned, affordable, multifamily buildings and single-family homes available specifically for persons with developmental disabilities enrolled with State DDD. State DDD has entered into agreements with nonprofits to refer clients to these units. Tenants typically pay 30 percent of their income for rent and utilities.

Your first step to find out what affordable housing is available is contacting your State DDD case manager. This case manager will help to refer you to housing or help you get on the waiting list for housing available to State DDD clients.

Section 8 Available in King County

The Housing Access and Services Program (HASP) is a King County Housing Authority program that helps people with disabilities access Section 8 vouchers. A Section 8 voucher allows a person to pay 30% of his or her income towards rent and utilities. The King County Housing Authority pays the difference between 30% of the tenant’s income and a housing payment standard established by the Department of Housing and Urban Development (HUD). To be referred into the HASP program, the applicant must be prepared to be successful at independent or semi-independent living.

To be eligible for the HASP program, the applicant must:

  1. be eligible for services through Washington State Division of Developmental Disabilities or be a participant in the ARC’s Homeless Survival Services Program
  2. be an adult with a disability
  3. have a support system available. This support system may include case management, family, friends, or paid support providers.
  4. meet one of the following federal preference:
    • rent burdened: applicant pays more than 50% of his or her gross monthly income towards rent and utilities for at least 90 days
    • involuntarily displaced
    • living in substandard housing or homeless
