There are several sources of potential funding for innovative energy projects in new construction of public facilities. Information and contacts are listed below.
1) The Energy Loan Program can finance efficiency, recycling or renewable resource features. This Oregon Department of Energy program provides fixed-rate, long-term loans. The initial contact is Kathy Estes at 503-378-4040 or toll-free at 1-800-221-8035.
2) The Business Energy Tax Credit Program can now be used by public and non-profit entities. It requires that you install energy efficiency features that perform at least 10 percent over current code. Renewable resources qualify too. The Business Energy Tax Credit program provides a 35 percent dollar-for-dollar tax credit against State of Oregon taxes owed. Eligible costs are the increased costs for the technology above the least efficient alternative or code system.
For a public entity to gain benefit from the credit, a partner with tax liability must agree to take the credit and provide a cash payment equal to 27 percent of the eligible costs. 3) NW Natural may provide incentives for innovative energy efficient boilers or other heating systems. View their Web page at NW Natural. Or, you can call Bruce Dobbs at (503) 273-4811 about innovative heating system designs.
4) Portland General Electric (PGE) provides energy efficiency incentives to its customers. PGE is now funded by the Energy Trust of Oregon to continue incentives and energy efficient design services until 2004. Contact your utility representative.
(The Energy Trust is not positioned at this time to provide funding for leading edge technologies or demonstration projects.)
5)Avista Utilities provides energy efficiency consultation for businesses in its service terrritory in Southern Oregon. Contact your sites account representative Kris Ransom at

6) PacifiCorp provides energy efficiency design consultation, incentives, financing and systems commissioning services to its customers. They are funded to provide these services by the Energy Trust of Oregon until 2004. Contact Nancy Goddard at PacifiCorp to arrange for services (503) 813-5183. 7) The NW Energy Efficiency Alliance (NEEA) accepts unsolicited proposals. Your project must save significant amounts of electricity to qualify. NEEA can help fund a project that demonstrates a wide variety of applications. They currently have an interest in doing some daylighting demonstrations. They provide no-cost daylighting consultation and modeling through the University of Oregon branch in Portland.
