Federal Human Capital Survey (FHCS) -
Coast Guard Civilians only
Commencing in 2002, the Office of Personnel Management (OPM) began
Government-wide administration of the Federal Human Capital Survey (FHCS).
It is a tool to measure employees' perceptions of whether and to what
extent; conditions characterizing successful organizations are present in
their agencies. It was conducted again in 2004 and 2006.

DHS Employee Satisfaction Survey
In support of the President's Management Agenda (PMA), and in accordance
with section 1128 of Public Law 108-136, the Office of Personnel Management
(OPM) has issued regulations (5 CFR Part 250) requiring Federal agencies to
conduct biennial surveys of its employees (beginning in 2007) and
proscribing the survey questions.
