Welfare-to-Work Competitive Grants
This announcement describes the conditions under which applications will be received under the
Welfare-to-Work (WtW) Competitive Grants Program and how DOL/ETA
will determine which applications it will fund. The WtW program
assists States and local communities to provide the transitional
employment assistance needed to move hard-to-employ recipients of
Temporary Assistance to Needy Families (TANF) into lasting
unsubsidized jobs.

School-to-Work Opportunities Act: Leadership Development (SGA/DAA 97-018)
This award will be used to provide seed
capital to support research and policy exchanges between State and
local School-to-Work leaders and government and business leaders
from other countries.

School-to-Work Opportunities Act: Out-of-School Youth (SGA/DAA 97-017)
The purpose of the grants will be to
support the adaptation of school-to-work principles by existing
out-of-school youth initiatives and to connect their efforts to the
Federally-funded school-to-work systems in their states.

Microenterprise Grants Program (SGA/DAA 97-012)
Microenterprise activities are authorized
under Title IV, Part I of the Job Training Partnership Act. This
program will be funded by the Job Training Partnership Act. Section
324 of the Job Training Partnership Act authorizes the use of funds
reserved under Title III, Part B, for demonstration programs of up to
three years in length, including programs dealing with self-employment
opportunity. The grants will provide training, technical assistance
and support to microenterprise owners or potential owners.

Out-of-School Youth Opportunity Area Demonstration (SGA/DAA 97-013)
This grant announcement continues a pilot
demonstration of a new initiative for out-of-school youth proposed in
the President's 1998 budget. Under this demonstration, an Opportunity
Area would be created to expand employment, education, and training
opportunities for out-of-school youth ages 16-24, with priority given
to high school dropouts. The demonstration would be designed to
provide employment, education and training opportunities, mentoring
support, leadership development and other services as needed for all
youth in the target area. It would complement both the economic
development initiative of the Empowerment Zone and the School-to-Work
system being implemented.

Older Dislocated Workers Demonstration Program (SGA/DAA 97-011)
The U.S. Department of Labor (DOL),
Employment and Training Administration (ETA), announces a
demonstration program to test the concept that providing services
designed to address the specific needs of older workers facing a
change in job status will help those individuals find employment
that is appropriate to their individual circumstances and that
brings satisfaction to those workers and their employers. The
program will be funded with Secretary's National Reserve funds
appropriated for Title III of the Job Training Partnership Act (JTPA)
and administered in accordance with 29 CFR Part 95 and 97 as
applicable.
