Training and Records Testimony Team Course Overview
Agencies must submit accurate and high-quality fingerprint images and criminal history data to ensure reliable and consistent searches are conducted within the Integrated Automated Forensic Identification System, or IAFIS. The Criminal Justice Information Services (CJIS) Division offers up-to-date training to *authorized angencies for obtaining legible fingerprints and palmprints, as well as proper submission techniques free of charge! In addition, there are a variety of classes designed to assist agencies with the proper collection and submission of criminal history data.
*ORI number will be required upon registration
The CJIS Division offers a full catalog of training classes; however, the following classes are recommended specifically for obtaining and submitting legible fingerprints and palmprints:
1. Scientific Basics of Fingerprints – Classifying and Recording (1 day – 8 hours) (formerly “Taking Legible Fingerprints”)
2. Scientific Basics of Fingerprints – Classifying, Recording and Comparing (3 days – 24 hours)
3. Scientific Basics of Palmprints – Recording using FD-884 and the new FD- 884a (1 day – 8 hours)
4. The Scientific Basics of Fingerprints - For New Fingerprint Examiners (9 weeks)
The following classes are recommended specifically for collecting and submitting criminal history record data:
5. Understanding the Criminal History Record (1 day – 8 hours)
6. How To Read Rap Sheets (3 hours)
7. FBI - Criminal History Workshop (Customized to each agency)
8. Flash Form Training (2 days – 16 hours)
Our classes are offered in a variety of ways:

- Video teleconferencing (at your local FBI field office, college, university, etc.)

The following is the most current catalog of classes, workshops, and/or presentations being offered by the Biometric Services Section’s Training and Records Testimony Team (TRTT). This list provides you many opportunities for development cost free! If there is something you would like to see added to the menu, please feel free to let us know.
A new feature we are offering is “Course Mapping.” This feature allows supervisors, managers, and our customers in the law enforcement community to “build your own” training event! Based on what you want to accomplish, one of our staff will work with you to identify a complete training event for your team, group, unit, or agency. For example: you may want to organize a two/three day or even a week long “retreat” or functional training event for your staff. Simply contact the TRTT and tell us your goals and the classes, workshops, or overviews from our catalog you want on your agenda. We will work with you on selecting a set of dates, securing a classroom or location, and tailoring a training event to meet your needs. Please contact us for more information or to set up your event!

Training and Records Testimony Team's Mission
To uphold and support the accuracy, integrity, and timeliness of identification services by providing the highest quality customer service to all internal and external entities.
Training and Records Testimony Team's Functional Statement
The Training and Record Testimony Team is responsible for coordinating, developing, and providing Biometric Services Section employees with all training and materials needed to successfully perform their functions.
Team members develop/implement initiatives to enhance the learning opportunities for all CJIS employees. The TRTT coordinates mandatory developmental training for the section's employees and plans policy and motivational conferences for the section.
The Terminal Agency Coordinators (TACs) of the Team are responsible for all NCIC Certification/Re-certification within BSS.
Externally, the TRTT provides training and guidance in the proper preparation/processing of criminal history record data and fingerprint submissions to various international, federal, state, and local law enforcement/criminal justice agencies.
The TRTT tailors external classes to each request and ensures any reject issues are addressed during the training.
The TRTT proactively communicates training opportunities/topics with external agencies via telephone, e-mail, web pages, various publications, and participation in law enforcement/criminal justice educational conferences.
The TRTT fosters relationships with organizations involved with Criminal History Information and Fingerprint Disciplines. The TRTT is also responsible for providing Expert Fingerprint Witness Testimony.
CTPE denotes an IAI - Certified Tenprint Examiner
Functional training mandated by the FBI for support employees to remain current in their position will not count toward the Continuing Education Program (CEP) Credit.

Biometrics
Classifying Fingerprints Using The Henry Classification Formula
This class instructs students in the three basic fingerprint pattern types and the classification pertaining to each. They will learn to select the proper deltas, cores, type lines, and other fingerprint characteristics, in order to assign an accurate and complete fingerprint classification and to formulate the Henry Classification following the classification of each finger.

FBI Tenprint Certification - Tier One
Upon successful completion of this Program, employees will be considered FBI Certified Tenprint Examiners, and will be prepared to take the International Association for Identification (IAI) Tenprint Certification Test. Students must be approved by BSS management to participate in the FBI Certification Program prior to registration for this course.

FBI Tenprint Certification - Tier Two
After successful completion of Tier One, a Fingerprint Examiner may continue their fingerprint development by volunteering to participate in the International Association for Identification (IAI) Certification Prep. During this course, employees will learn the necessary information required to become IAI certified. Upon successful completion of Tier Two, the title of FBI/IAI Certifiied Tenprint Examiner (CTPE) will be earned.

TRTT Law Enforcement Online (LEO) Chat Conference
The FBI's Criminal Justice Information Services (CJIS) Division hosts a monthly Biometric Services Section (BSS), Training and Records Testimony Team (TRTT) "Chat Conference" via the Law Enforcement Online (LEO) Chat Service on the second Wednesday of each month at 2PM.
The topic is different each month; however, dialogue is not strictly limited to the specific topic. Participants will have the opportunity, and are encouraged, to discuss any questions, comments, and/or concerns they have in connection with Tenprint or Criminal History Record matters. There will be TRTT Tenprint and Criminal History instructors, managers, and staff participating in the Chat Conferences prepared to address all your questions and inquiries.
The purpose of the TRTT's monthly Chat Conference is to provide and facilitate an informal discussion venue for the law enforcement community. This venue is one of many tools used by the TRTT to assist and support Law Enforcement with its training needs. The TRTT LEO Chat Conference offers different subjects for discussion each month and welcomes suggestions from participants for future sessions.
The TRTT provides the opportunity for participants to develop their questions/comments in advance of the Chat Conference by viewing the presentation on LEO the Friday before the Chat Conference. Transcripts from previous Chat Conferences can also be found there.

NOTE : Even though dates and times are prescheduled for certain classes, functional training and functional refresher training can be requested at any time. To request BSS Functional training, please complete the BSS Functional Training Request Form and submit it to Nikki Hermosilla in the BSS Training and Records Testimony Team, Module E-2.
NOTE : Once published, the BSS will not cancel class times/dates due to “low” attendance. Provided there is at least one student enrolled and confirmed, the class will continue as scheduled, however, changes in Instructor, and class location may occur at any time.

A new feature we are offering: “Course Mapping.” This new feature allows supervisors, managers, and our customers in the law enforcement community to “build your own” training event! Based on what you want to accomplish, one of our staff will work with you to identify a complete training event for your Team, Group, Unit or Agency. For example: you may want to organize a two/three day or even a week long “retreat” or functional training event for your staff. You would simply contact the TRTT; tell us your goals and the classes, workshops or overviews from our catalog you want us to teach. We will work with you on selecting a set of dates, securing a classroom, or location, and then tailor a training event to meet your needs. Please contact any Instructor for more information, or to set up your event!
